 .The evaluation system that is summarized here is very simple to understand and  a software has been developed to make it  applicable very fast in any organization. The  system  is  particularly suitable for small organizations that do not have the skills required for the development of a more sophisticated system. The methodology has the same stages of more complex development plans but it reduces the number of degrees, typically three or five, to which are assigned rating values equivalent to "low", "medium" and "high".

Unlike a more complex  evaluation plan , like the point method, where the description of each factor often requires some advise  for the evaluation, the system here sets in advance, for each group of factors, the analysis criteria, in an effort define 'breadth and depth of the factor considered.

The plan can be adapted to any situation and degrees are defined as necessary. It is fast to develop and easy to apply.

 

The system is perfectly in line with the Italian Public national labor contract of Managers and has the advantage of being easily used without complex mathematical calculations. The system has been designed in line with the requirements of the collective labor agreement of  Italian local Municipalities and represents an immediate solution. The database contains a plan already defined and immediatamante usable.The national collective bargaining agreement of theManagers  in Local Government assigns to the evaluation units the graduation of management positions, in order to graduate the salary of the position.The contract provides that governments determine the graduation of management positions that references the salary of position.The functions are sized taking into account parameters relating to

:1) Place in the org. structure.

2) .Organizational complexity,

3) The management responsibilities inside and outside.

"(Art.39.c2)Article 40 and Article c.2. 41 identifies four classes of managers who are associated maximum  and minimum wage.
